Well, the taxpayers may end up footing the bill. That often happens when the guy can't lay his hands on the amount due or doesn't have the liquidatable assets to cover it.
But if a snow boarder gets lost on a hill and the county spends $153K to rescue his sorry ass, how is that any different? We seem to just expect free rescues from hikes or mountain climbs or sailing mishaps or other risky ventures. Kinda hard to draw the line.
