I agree with your last sentence - America~'rip off'.
But India has a problem with political grandstanding. Please understand, not trying to be disrespectful to your bride but only of India as a whole. They want to show the World as being leaders of the field.
Perfect example is the Tree Man. There's a few documentaries on HPV's of the skin but you should take a look on youtube for the one from India. So called leading doctors decided it was in the patients best interest to just hack saw the pounds off.
But, there's a US doctor who's been studying the rare disease and was in the right direction in a cure, had the best interest for going there and medically treat the patient. At the last decision, India gov. denounced the US doctor and widely publicized only India's doctors as being 'heroic' in the buctcher type surgery.
