No one said there shouldn't be speed limits, or reduced speeds in school zones.
Limiting people to 100 kph or 60 mph in good weather is antiquated and pointless.
And you seem more perturbed that he fought his ticket and won (although how you know that makes me wonder exactly what's going on here). Maybe you should be more pissed at the cop who can't get a conviction...
No disagreement on dog ****. Clean up after your dog...that's not related to a leash. Lots of people walk their dogs on a leash and never clean up.
