I sanded just the rust areas until clean metal, primed/painted. I used a med grit to fine grit using a small stylus (pencil eraser).
I primed and painted with a small brush until the paint was level, wet sanded (it gets dull) then a light overspray of clearcoat for a shiny finish.
BTW, anything will look better to your eye than the rust so don't worry about it and you'll have stopped continued deterioration.
