The good 'ol boy mafia kept her from doing it. Besides attempted murder (she was run off the road twice) they bought all the land around hers so there was no access to it. And there was someone sneaking in at night a cutting the cages open so the big cats could get out. Luckily all her big cats stayed in their cages.
