I may be in the minority but that type of ring wear would have me inspecting the integrity of the bore. Looks for a taper... tighter at the bottom. If the cylinders were bored in a hurry then perhaps they were machined hot. A good machinist will wait to allow the cylinder to cool during the machine process to keep things even and account for thermal expansion.
