Question Brakes won't lock up no matter what

Just bought a 1983 944 and the brakes seemed weak and soft. No matter how hard I press the pedal couldn't lock the brakes.
Checked them out and it looked like the calipers were rusted in one place but had new looking pads. The car had been in storage for awhile.
Rebuilt the all four calipers. New hardware and pads.
Replaced the master cylinder since a rebuild kit was just as much as a replacement.
Replaced some questionable brake lines.
The power booster seemed to be working okay near as I can tell, but it wasn't replaced.
So with the new brakes on the car I still can't lock up the brakes.
I press the pedal to try and lock them and the car stops, but not suddenly.
It's only been driven a hundred miles or so since the being re-done.
Is this normal and they will work better after seating or do I need to look at the power booster and pedal?
