Air in the system? Let it gravitybleed for some time (open the bleed niples) and test again. Some have good luch with pressure bleed and others with vacuum bleed.
Or your calipers are not stock and the master can not handle the volume of the cylinders?
Same goes otherway: Too small master if not stock?
