If they aren't welded then maybe they are fiber and you just don't see any marks - look for rivets, etc. Are they rusted like the rest of the car? It should be pretty easy to assess from underneath. It will amaze you how well some of those guys grafted fiber flares on some of these cars. Sorry, but this thread is pretty much worthless without photos of the flares in question - and underneath as well.
