Although not common back in the 70s, there have always been body guys who have the skills to "butt weld" metal and leave no indication of the alteration. Paint & prep on top and undercoating underneath can make it virtually impossible to detect. Check the lower edge in front of the torsion bar hole and the flange between flare and tail light opening. These are hard to match. If they show no disturbance, it could be - as Matt suggests - a full quarter replacement. That's rarer, but it happens...
