I'd paint the windshield area if it was bare or showing signs of rust, if the paint looks fine and no signs of rust, I would not paint it. avoid any old primer as many are not very water proof. use a two part epoxy based primer such as DP primer, it is very water proof. a top coat would not be an bad idea also. all traces of rust should be removed. this may require wire wheel clean up for minor cases, and in bad cases require blasting prior to primer
