I don't know if going to euro ride height will require rolling the fenders. It depends on a number of factors like actual width of the tire, wheel offset, camber and stiffness of the suspension.
Having said that, with my limited experience, I heated the paint until it was hot to the touch, but not so hot I couldn't put my fingers on it for a couple of seconds. I tried using an infrared thermometer but found the hand-test to be easier. Keep the entire flare warm and roll a little bit at a time. Be patient as it will take several passes and adjustments of the roller.
