AFAIK, the policy for PCA only covers damage to the facility and bystanders, not to the participants themselves, and certainly not to vehicles. That's part of the waiver you sign when you enter the event.
I'm quite frankly astonished that the SCCA policy covers anything more than that. It's been years since I entered an SCCA event, but I thought their waiver was also quite specific that you would not hold them responsible for any injury or damage as well.
You can get around those waivers in a few ways (the most common is if "gross negligence" was found), and it might be that the insurance will only cover if people try to assert that. Not sure.
NOTE: I am not a lawyer! It has also been a good while since I've read the waivers for any racing/DE/autoX/performance driving/etc. If you want to know the actual specific details for certain, then I suggest you get copies of the policies (or at least official statements of coverage) and copies of the waivers, and take the lot to an actual attorney.
