Sometimes the only instance of the alternator generating voltage spiking >15 volts, is the battery connection be loose/intermittent. Without the battery as voltage/current sink the generator/VR output can go into orbit.

And don't just measure at the battery, higher voltages will ALWAYS exist nearest the alternator.
