If you can get that car for $7500, buy it and tow it away very quickly. You're thinking clearly with your estimates.
The fact that 'they mow around it' makes me think the underside needs a very close inspection. Sitting on grass for 9 years isn't good.
Even at $10k, you'd make killing in parts alone. Buy it before someone else does.
