It is amazing.
That someone could watch that video in its entirety, including the guy's statements afterwards, and then, using their best perception, logic, common sense and life experiences, come to the conclusion: "I don't see how the video is going to lead to felony charges. There is no evidence the guy did it on purpose and not caring about some dumbass who almost wrecked into your car is not a felony."
It's remarkable (but not surprising any more).
