Crap happens some times. You can pad up the riggers, but you never know when the soil under the pavement is compromised. I know a sign guy who got to a job site just in time to see one of his 100' sign cranes fall after an outrigger punched through the pavement into a sinkhole underneath. He said the boom was fine when it hit the ground, but it kinked every segment as it bounced!
