Ahh, my mistake, sorry. I was wandering around in the 911 tech section this morning, don't know how I ended up here.
In that case... if the sound occurs with the key on and the engine not started, I'd look for it to be either a relay or something associated with the evaporative emissions purge system. Often those have a valve that cycles open and closed to admit vapor from the charcoal canister into the intake. They can make that sort of noise.
Hard to diagnose without hearing it, but that's where I'd start.
