Using child themes is a good idea.
Whether we are talking about your local or server folder really depends on your workflow.
Do you do all your work locally then move to the live production server (good) or do you do all your work in the live environment (risky)?
Either way, ultimately the child theme does need to reside on the production server.
Your hosting provided control panel should have a file manager which is what I'm assuming you are referring to.
I would suggest grabbing an FTP client for file management.
Filezilla is free and platform agnostic. Not the prettiest UI out there but it works just like it should.
