could also be body position. we've got all these pivot points: wrist, elbow, shoulder, hp, knee and ankle.
your individual proportions will dictate which one you're trying to adjust to get comfortable.

step #1 is having someone else check you for proper body position.
there's other areas besides bars that you can explore to ease the neck, like footpeg position and windscreen shapes (aerodynamics).

to play with the footpeg ergos, try different boot positions.
you probably ride with the boot under arch, right toe on brake pedal, left toe near shifter.
move your feet slightly rearward so the ball under you big toe is on the footpeg.
give it a few miles, then switch to putting your boots up on the cylinders (they won't melt). see how each feels.

windscreens are a lot more complicated, especially for guys who are constantly changing the aeros with on/off saddlebags and passengers. really screws with the bubble.

helmet styles (especially the eyeport placement) and helmet weight are also contributors. there are a couple of helmets that i can't see out of, because i can't tip my head upward far enough to see downroad through the eyeport. one is an agv, the other i think is an hjc. the eyeport is too low and i'm always looking "up".

cheapest possible solution: better neck muscles and more defined riding position. whenever i stop riding for a couple weeks i get sore neck muscles for a few days until they're whipped back into shape.
