Not sure about the answer to the question, but I think it's a great idea!
If you can't get to the Lackland side of the base, you can still drive around on the former Kelly AFB side. That part was shut down around 1997 and a few companies operate out of some of the old buildings. I haven't been there in 5 years but there were still a few old ones around at that point.
