Those are for mounting bicycle disc brakes. The little plastic horseshoe shaped things go around the head of an 5mm allen bolt that bolts the caliper to the frame, the legs are held by part of the bike frame and they keep the allen bolt from spinning out.
The silver thing is one of several that are used to lock the brake disc to the hub.
