It's not a matter of size or population, it is just that when J. Jones has been asked about an NFL team in SA his answer has always been a polite but evasive "over my dead body"...
he considers SA to be Cowboy territory..
and it seems that J. Jones has a lot of influence in NFL owners circles. and I doubt McNair would like to see one in SA.
