As it turns out, the federal gas tax hasn't changed since 1993:
A Brief History of the Federal Gasoline Tax-Kiplinger which I'm pretty sure has only exacerbated the problems we are in today. No doubt there is a lot of waste but stalling your source of revenue for 23 years can't turn out well.
