plumbing ? - whine from hot water

Our shower has developed a whine from the hot water flow. I removed all the cartridges and cleaned everything, including cleaning the screens on the back of the check valves and soaking the temperature and control cartridges in CLR. No change. The washers all also look fine (removed while I soaked in CLR) The setup is like this: hot and cold check valves flow into the temperature chamber, and temp is set by a single dial. Water then flows to the main on/off valve above. You can see everything and hear the whine here: https://www.youtube.com/watch?v=kIxiKIUJSrg

Do I just need to replace the cartridges, and if so, the temperature or flow control? Or both?
