True, the pole in the dramatization may not carry enough voltage to energize the ground for the maximum distance.
However. This is supposed to be a safety awareness video, not a documentary. I can easily imagine a situation in which there is saturated soil (a ditch, for example) and someone who has successfully exited the vehicle then taken a step and managed to complete a circuit with wet shoes and wet ground.
As Javadog said you can test your theory.
