574 fully cures in about 24hrs but its really temperature dependent. In your case its fully cured. I would not worry about loosening the girdle to remove the crank scraper, when 574 dries its pretty hard so the seal on the girdle shouldnt be affected. FYI, i am not a pro engine builder, just my opinion.
BTW, seeing witness marks on torqued fasteners pleases my inner engineer (and OCD).  .
