Most likely the same way some states (CA, MA, probably a few others) do with "use tax". In the case of CA they say "we think you brought in 'x' dollars worth of items from out-of-state and since we didn't get CA state sales tax on it, we're billing you based on our estimate - pay up". Yes, this really happens (go to Franchise Tax Board's web site). It happened to me twice. I'm so glad I'm not there anymore.
You can fight it but the burden is on you to prove you DIDN'T bring in stuff from out-of-state. Guilty until proven innocent.
