It is absolutely a cultural thing. I drive through several ethnic neighborhoods going to work where the residents consider it completely normal and acceptable to just wander into the street, no regard for traffic, often while piled with laundry, shopping, 5 gallon water jugs, or a few random kids. They seem to drive like that as well (stop randomly blocking a lane to pick up or drop off something, insert their car randomly into traffic from a driveway, block all lanes while making a u-turn in clogged traffic, etc.
