I dont think the weigh descends in his hypothetical, it stays at 3 oclock which takes more and more power to maintain at higher wheel speeds.

I just thought that a hamster in a wheel is a good analogy. If the wheel has .01 Nm of friction torque for example, he is going to be burning a ton more power to keep the wheel at 100 RPM vs 10 RPM
