In the past four years, the power company which operates the only tidal power generating facility in North America has had to put in new booms on the upstream (intake side) and new fences on the tail race side to keep stupid people from hurting themselves. For the first three decades there was minimal fencing. People seemed to have a greater sense of self-preservation.
Sure climb down over wet rocks to take pics of several hundred tons of water/second coming out of the plant. What could possibly go wrong?
One fellow, when I caught up to him, I didn't even dare speak to him until he turned back from his photography for fear I would startle him and cause him to lose his balance, putting him into the water.

Similarly in Nova Scotia's most photographed spot, Peggy's Cove, there is a debate about erecting fences on the rocks because a couple of people are washed into the North Atlantic each year.
Again, don't walk on wet rocks!
