Like I said, shared hosting plans get blacklisted. No ISP is immune.
A dedicated IP should not get blacklisted. Happens with Bluehost, have never seen it with 1and1.
I don't base my buys on reviews of $2.99 a month packages or put much stock in user reviews.
As the former owner of a web hosting company I'm sure you noticed that most of the people that talk about your business are the ones who like to piss an moan.
