Most (all?) turbos will have manifold vacuum (not pressure) until the turbo builds pressure in the system as you accelerate, the exhaust gasses pass over the exhaust side of the turbo, it pressurizes the intake side and you get boost. If you're talking about 1.8 at idle, I think that's highly unlikely. I'd check the gauge to see whether it is operating properly.
