That tape will stay put for a long time, but yes if tape is the permanent fix, I'll move it inbound. That was just a quick test.

The return in the room is not attached to the air handler. It just a duct run up stairs to another grate near the air handler. I can't feel that much airflow into that return when the unit is on.

He's an asian engineer with nothing to do but lay around and come up with reasons why the ac is noisy... Opening a window takes care of the temp issue, but nothing else... He can't move much so he had conviced his wife to take the grate off that return for some reason. He was convinced it should have a filter on it, still don't think he believes me that it doesn't need a filter. I'm considering locking up my toolbox, afraid they will break something or hurt themselves trying to "fix" things around the house...
