Am I missing something?

We have have users using Microsoft Office. About half, 250 out of 500 email users. As of right now everyone has a boxed license. Meaning continued use of Office apps is free. Since we are moving our exchange hosting the IT Director is putting EVERYONE, all 500 users on Office 365. For a company our size that is $18/month per user MORE or $108,000 per year. And we just had a meeting today about how we are really needing to save more money this year or there will be more layoffs.
