So I take it by your post that you think that all those agents who have devoted their lives to fighting terrorism who stated that the Bush administration took an even harder line against investigating shady characters with political clout are lying?
The facts show that 9/11 and other incidents of terror around the world were not cases of info falling through the cracks and/or being put on back burners. We now know that key investigations were thwarted, not fumbled.
Just because the bureaucracy is large and unwieldy does not mean that the current ruling adminstration has no power over the people in those bureaucracies.
I will be one to argue that every living president and many of the dead ones were critical architects in building the current mess that we now loosely define as terrorism.
While GW is nothing more than a puppet for the powerful mulitnational interests and his control over the country is limited that in no way alleviates the fact that he is the commander and chief of our nation's defences at the time those defences were lowered and the threat was known to be high.
9/11 should hang around GW's neck like Enron and a lot of other disasters that occured under his watch.
He may not have been the driver when this nation's road trip towards disaster started but the fact is that he was the driver steering us down the path to destruction when the car went off the cliff.
If you want to argue that those involved in criminal collusions have no responsibility for the crimes that result because other people were involved in the conspiracy, then no criminal who is part of an illegal enterprise can ever be held responsible for his actions by those standards.
