The BHS population is small; it's a
VERY BIG DEAL for the lucky lottery winners who bag a tag.
Deer, on the other hand, are rodents. The deer population needs to be controlled to mitigate the damage that they do.
And, most importantly, game seasons are either open or closed. The animal in question was poached without a tag by a couple of low life dooshnuggets for whom the rules don't seem to apply.
