Interior needs full removal and refurbishing this might include partial replacement.
I would budget $10,000 for restart and mechanical (tires, brakes, tune -up) and electrical replacements (battery, fuses). Budget another $5,000 to $10,000 for interior.

This would place the cars value in the high teens to low twenties.
