I suggest you give the guys at EBS Racing, in Reno Don could direct you to a good shop near there.. Or you can see who's approved for tech inspections with the PCA that's usually a good source as well

Second on Ron at IPB. Frank's missed some things on my car's PPI and Ron has been excellent to work with.

I haven't seen the car in person, but it did look fixable on craigslist with some hammering, filling, and patience. Let me know if you want me to check out the car in person and report back.
