91 turbo cold start issue

I got a 91 turbo that idles very low at cold start. Pops and acts like running lean if it does not warm up sufficiently.

System pressure is at 95 psi, in specs
Cold control pressure at 40 psi, in specs.

there is no 12V at the connector to the WUR with the engine not running and the key turned on. Is there supposed to be 12V there?

I want to measure hot control pressure without running the engine but found no 12V. Is that a sign of a bad theoretic valve or a bad WUR?

One thing you can do is all the fuel pressure tests - as the number one thing to check with CIS is fuel pressure. That's also the second thing to check. and third. Next is vacuum leaks. Not many places to have them but you gotta be sure.
Personally - I'm a huge fan of the adjustable Leask WUR. Especially if you run any mods - I only have a stiffer WG spring - but with it you can tune cold starts, cruise, boost threshold and WOT. No it's not EFI but let's not go there. I tuned my car using a wideband O2 - others use fuel pressure, too ( or only?). It is a PITA - quite tedious and time consuming to get the AFRs dialed in - but since I did it 3 yrs ago my car has run flawlessly - and I drive it quite a bit (14,000 miles/3 yrs - and she sits way too much during our cold snowy dirty gravelly road winter months here in CO). That said on cold days she will idle a bit low until she's warm. Can also happen on warm starts in summer months. But she drives fine every time. The adjustable WUR is great to get the car running just right for your mods, altitude...whatever. When I sent mine in, Brian found my cold control to be way out of spec - so things may happen over time even if you've kept everything stock.
