HIIT without the warmup/cool down around it seems like a recipe for a heart attack or stroke.

burning calories is time at xxx heart rate. interval training within a workout allows you to raise the bar over time but I've not heard it suggested as a solo plan for health in any way.

what am I missing here?

Well i had #6 adjusted perfectly but then just before i tightened it a butterfly in Zimbabwe farted and now i have to start all over again!
