You will have a your work cut out for you using only PA.
I know you know a thing or two about cars, rust and paint. I would be diligent about digging out the rust by carefully masking around the scratch and using a fine wire brush and naval jelly. After neutralizing and completely drying I would fill the scratch with one of those touch up kits custom matched. You might go the extra step of using one of their primers if these scratches are deep.
