That's not true. The reason a person is going into said restroom is because that is the gender that they are or have become. Guys are not dressing up as women just to get a glimpse of another taking a leak.
Let's look at the other side of this. If a person that was born a women but now lives life as a man, picture facial hair and muscular, walks into the women's room because they are "female", those women in there would loose it. But according to you, that's how it should be.
