With traction control on, how much HP to the wheels?

I took a ride in a buddy's 2016 Mustang GT, yesterday. A pretty darn nice car. He had it supercharged; bigger injectors; cold air; exhaust; Shelby wheels with 305's in the back; not sure what else, if anything. And, it was quite fast even with the traction control on. He said it makes about 700 HP.

We've seen all these knuckleheads, with traction control off, crashing their Mustangs while doing burnouts and being Rick Racer. My buddy said he's driven his car, once, with TC off. He said he would never do it again.

My question is...If you have traction control on, how many HP actually make it to the wheels? And if you have all that HP (700+/-), is it worth anything?

Let's assume dry conditions; sea level; good quality road; great tires; and 70 degrees as the ambient air temp.
