Here is the factory manual for the 3.2 A/C.

And the fuse panel showing that fuse #2 is common
to both the A/C and the power seats.

Fuse #2 carries a very high current load.

You could read 12v at the fuse, but under load
a series resistance issue could drop that voltage.

Suggestion:
1. Remove fuse #2, and, check for voltage at
the TOP of the fuse holder.

2. Clean the fuse holder, and install a new fuse,
and remove the bottom red wire that feeds the AC.

3. Try your seats again.

I think you may have some type of failure either at the fuse
holder, or, one of the wires at the bottom of the fuse holder.

Also, check the green wire at the compressor.
