Get a test light and check for voltage at the two contacts in the tail light housing. Seems odd that both lights would fail at the same time but the contacts/bulbs get loose over time. If there's voltage, you need to either gently pull the contacts out to make better contact or add solder to the contacts on the bulbs and file to fit very snugly.
