Singapore (where I have spent maybe 3 or 4 months total since 2010 and where I would travel often when I lived in KL) should have tons of western food. The beef you get there will be primarily australian, same with the milk. Go check out the quays and you will have many options. That being said, I am with stuartj here... this is one of the best food cities period, and he will have a ton of food options that do not involve shellfish or western cuisine. Go to literally any hawker center and you will have many options, both western and "local" aka chinese, malay and indian food. Go on a hunt for the best chicken rice, or eat some satay, or whatever. Singapore is the disney world of asia, nearly everyone will speak english and nearly everyone will be familiar with food allergies.
