Ipad, really ? Maybe on an Ipad pro with a pen... Otherwise, for quality work, do it on the mac, so you can select edit masks or capture selections more precisely. Photoshop elements can be had for $50 regularly (promotions of whatever), it's good enough for most people, and what you learn will directly transfer to the real photoshop later... They have tutorials online too, failing that get a book, it's fun stuff once you master layers, edit masks, start blending picture areas with layers on top of layers to produce cool skies or what have you... That's the way I'd go.
Then, top tip, please don't post pictures where you simply applied crappy canned filters to impress your friends ;-) Nobody falls for that except maybe your mom ;-)
