I've visited Brazil about 10 times in the past 25 years, with many stops in Rio. The work ethic and quality of craftsmanship is absolutely appalling. Brazilians, especially those in Rio, have zero interest in working. Hanging out at the beach or ripping off tourists are the only priorities. When the CART circus went to Rio, teams were on high alert not to stray and at the least, don't go out alone.
You could be out somewhere with family at a fine eatery, hoping to have decency time but you'll see young girls with skirts above the waist soliciting just outside the establishment. You get the peep show regardless who you may be with. Harmless but simply goes to show anything goes with very little to no patrolling. They don't care.
As for the Olympics, I don't know but my concerns would be less about the lacking infrastructure and rather be more about the safety. I think the state of Rio had largely budgeted for security but wouldn't doubt they end up cutting it short or rather 'wing it'.
Not fear mongering but this is one time to really step up beyond casual security.
