Well, it seems one of the really nasty Islamic Wackos was released from Gitmo Uruguay sometime back. You ask yourself, why Uruguay?, but the answer doesn't matter. The problem is, he's gone walkabout. They think he might have headed to Brazil. He was one of the most well connected of the ****birds, so nobody would be surprised if he tried to stir up a little trouble while he was just passing through the area on the way to the beach.
Large crowds, inadequate police (if any of them actually show up to work, as opposed to protest their lack of wages), what I'm going to bet is a poorly designed and poorly executed venue... the only thing that's missing is a few bad guys.
I would not be surprised if this event doesn't go down in history as the biggest fiasco, ever.
